Make /dev/sdb1 an LVM partition

Initialize /dev/sdb1 as a physical LVM volume:

apprentice@xenserver:~$ sudo pvcreate /dev/sdb1 Writing physical volume data to disk "/dev/sdb1" Physical volume "/dev/sdb1" successfully created
Create a Volume Group 'vgvhosts'

apprentice@xenserver:~$ sudo vgcreate vgvhosts /dev/sdb1 Volume group "vgvhosts" successfully created
Creating Logical Volumes for the Virtual Hosts
Don't. When creating xen VMs, the command xen-create-image will create LVs as well.
